Elnalyn Costa, better known as El, is a 14-year Filipino-American resident of Bolingbrook. She and her husband value cultural diversity and chose Bolingbrook as the right place to plant their roots and raise their children. The Costa’s have three children (ages 5-20!), their middle son following his big sister’s path through the Valley View 365U School District and their youngest daughter receiving her early childhood education at Midwest Christian Montessori Academy.
Elnalyn obtained her Bachelor of Science in Health Care Leadership at National-Louis University, while working a full-time job as a single mother, the same year her eldest daughter graduated kindergarten at Wood View Elementary. She knows first hand what it means when we say “it takes a village to raise a child” and is ready to give back to our village and return the love.
For the last twelve years, her professional career has been driven by and dedicated to social justice. As the Fund Administrator of the SEIU Healthcare Illinois Benefit Funds in Chicago, she leads a team that serves 20,000 frontline healthcare and child care workers. Under her administration, essential workers are provided with access to quality healthcare benefits and a pension. She is an executive leader responsible for reporting to three sets of trustees and guiding other leaders to carry out their operations through a shared mission. Locally, she is the elected DuPage Township Precinct Captain for Precinct 4 and the Treasurer of Illinois Democratic Women of Will County.
As the next Village Clerk, Elnalyn will align and integrate her professional experience and personal values through civic engagement in service to the community. She is committed to providing authentic leadership and impactful modernization into the Clerk’s Office, while supporting collaborative and transformative change for Bolingbrook.
